President Roosevelt is joined by the Prime Minister of Great Britain, Winston Churchill, in giving speeches at the White House Christmas Community Tree Ceremony. This was the first time that the lighting of the National Christmas Community Tree occurred within the White House grounds. The tree was not lit for security reasons.
